A company should compensate B company for all the expense and loss in recycling the products, if it is confirmed that products provided by A company became abnormal due to quality control issue, especially does not conform to PSE&CCC requirement. 前面的翻译太死板了，以至于有些地方表达的不是很清楚，翻译最重要的是“达意”，只要意思表达对了，怎么翻译都可以，刚开始翻译的人最好用些简单的句子。

下面是我的看法，不过不太准确，供你参考了...

The A company should compensate  the B company  all the relevant expenses for takeing all the bad-quality products from the customers.If the  reason is that the quality of the  material  A company offered is not good,and this lead to the B company's products cannnot pass and conform the PSE and CCC.
